Most CBDC programmes start with research and design papers, then move to limited pilots with selected banks, businesses, and consumers. Pilots test the technology, the two-tier distribution model (central bank plus commercial intermediaries), privacy safeguards, offline payments, and holding limits — often over several phases.

Why it is slow

A CBDC touches financial stability, privacy, and the role of commercial banks, so central banks move cautiously, and many have not decided whether to issue at all.
