SEC Chair Signals Shift in Crypto Enforcement Strategy Ahead of 2026

The U.S. Securities and Exchange Commission is preparing to unveil a new framework for cryptocurrency regulation that could dramatically alter the enforcement landscape. In a speech at the Georgetown University Law Center, the SEC Chair indicated that the agency would move away from “regulation by enforcement” toward clearer rulemaking.

The proposed framework includes safe harbors for token projects that meet certain decentralization criteria, streamlined registration pathways for crypto exchanges, and clearer guidance on when digital assets qualify as securities. Industry participants have cautiously welcomed the shift after years of uncertainty.

“This is the most constructive signal we’ve seen from the SEC in years,” said Kristin Smith, CEO of the Blockchain Association. “Clear rules of the road will benefit everyone—investors, builders, and the U.S. economy as a whole.”
